On a meeting at the IEA in Paris in July 2007 an initiaive to establish an Implementing ageement on on Efficient Electrical End-use Equipment was launched.
The Implementing Agreement on Efficient Electrical End-use Equipment (4EIA) will specifically focus on electrical appliances and end-use equipment. Industrial and commercial equipment as well as equipment mainly used in households is included. The 4EIA will focus on appliances that contribute the most to the total electricity consumption, such as electric motors and lighting, and will include technologies with fast growing markets shares such as stand-by and set-top boxes.
Initially 5 Annexes will be established within the framework of the 4EIA:
- Bench
marking
- Standby
- Set-top
boxes
- Lighting
- Motor
Systems
So far ,Austria, Denmark, Australia, UK Korea, Japan, Czech Rep., France, Netherlands, Sweden, Slovak Rep., European Commission, USA, Switzerland, Canada are part of the initiative.

GEEA product registration outsourced to Homespeed (www.homespeed.org)
GEEA will focus its resources on the technical work regarding the development of ambitious criteria, which is used as a basis for procurement requirements in various contexts. Subsequently the registration of products is outsourced to the Homespeed database (www.homespeed.org). At this online-database you can find - amongst others - the registered products and the contacts where to register products for the Homespeed database. The GEEA label can be used for products that comply with the GEEA criteria valid at the date of manufacturing.(revised Jan. 2007)

New chairman of the GEEA board
Adrie van de Water, Novem (NL) who has been chairman
of the GEEA board since January 2003, is resigning from the board due
to a new work assignment at Novem. The board has elected Peter Cunz, Swiss
Federal Office for Energy, as new chairman. Hans-Paul Siderius is now
representing Novem on the GEEA board. Adrie van de Water regrets the short
period of chairmanship and is confident that the new chairman will steer
GEEA into new and exciting directions and wishes him all the best in doing

Energy saving extension cord with power outlets for computers
The Danish Electricity Saving Trust and Danish Technological Institute
have developed a new extension cord with power outlets for computers,
which automatically switches off connected devices such as monitor, modem,
printer, scanner, speakers etc. The saving device can typically save from
10 to 40 Euros per year of unnecessary electricity consumption for standby
functions. Retail price is about 10 to 15 Euros.
The power switching
is controlled by the USB port of the computer. Only difference from a
normal extension cord is a thin cord connected to the computer's USB port.
It is convenient for both offices and homes.

IEA study shows
how to save energy by using efficient domestic
appliances
Electrical appliances are the fastest growing energy users, after automobiles
in OECD countries. Despite the existence of major energy efficiency programs
in OECD countries, residential electrical appliances account for 30% of
electricity consumption and 12% of greenhouse gas emissions. Based on
existing appliances policy, demand is projected to grow 13% by 2010 and
25% by 2025.
A new study by the International Energy Agency (IEA) "Cool
Appliances: Policy Strategies for Energy-Efficient Homes," released in
Paris on April 16, shows that additional efficiency gains of up to 30%
are possible by targeting the least life-cycle cost for appliances from
2005 onwards as the minimum efficiency performance standard.
By adopting such standards, IEA Member countries could save
some 322 million tonnes (Mt) of CO2/year by 2010 and 642 TWh of electricity
by 2010. In terms of greenhouse gas emissions, this would be the equivalent
of removing over 100 million cars from IEA roads. Targeting the least
life-cycle cost for residential appliances could achieve up to 30% of
IEA Member countries targets under the Kyoto Protocol.

CeBIT Fair 2003
in Hannover
- Notes on the new developments
and trends in IT Electronics as presented at the CeBIT Fair 2003 in Hannover.
Wireless LAN
One of the big themes at CeBit this year were solutions using wireless
LAN connections. In addition to the “traditional” usage to simply connect
PC via air-linked systems, the vision of a total connected wireless household
becomes more and more true. At the CeBIT the focus was on:
- Broadcasting services with a central PC as a multimedia
platform and some clients like TV panels. This idea (well presented
by Microsoft even some time before the CeBit) might cause the development
of having simply, plain screens for watching TV, displaying information
instead of having TVs with recording and receiving functionalities.
Recording, playing and editing movies will be done by the central PC
(or set top box).
- Security and maintaining systems like controlling
the heating systems or some electrical devices. A “very” old example
for using this technique is the example of the refrigerator that will
order the milk directly via internet. After all discussions if this
would be useful or not in the past times I feel that we now are at a
point were we will find more useful applications that will be accepted
by industry and consumer.
- Bringing Internet services and shared resources to any
place at the house (and it’s nearer surrounding area) for mobile client
solutions like Notebooks, PDA and Tablet PC.
For GEEA this brings up the challenge to look for this market
because most of these routers and access points will be online 24 hours
a day.
Operating Systems
Linux was a very important theme at this CeBit. Most of the biggest companies
from PC industry (except one, of course) were presenting some new solutions
for or with Linux. Most developments Linux were done for server applications
and some great efforts were made to enhance the connectivity between different
hardware platforms. But also the number of Linux based applications in
daily live is increasing very fast. Linux will be found (and in some cases
already can be found) in PDAs, mobile phones, game consoles and so on.
Linux as an alternative desktop solution is still not the rule (and I
think it will not become so in the next view years). Microsoft was presenting
their new server OS Windows Server 2003 with a lot of enhancements for
the administration.
From GEEA’s point of view it is important that all actual
operating systems are supporting Power management systems. While Microsoft’s
Windows XP is well performing the ACPI functionality (with compliant hardware)
Linux is still mostly working with APM. There are some first ACPI modules
that can be used (in a very BETA state) but the full ACPI support will
be included in the kernel generation.
Monitor/TV
Quite a lot of bigger screens were shown at the fair. Most progress in
screen size was shown for LCD-TVs. CRT-TV are definitely at the end, regarding
screen size; sets with screens larger than about 35 inch become too clumsy
and heavy. Very interesting were TV’s based on LCD technique; screen sizes
up to 40 inch were presented. New models have a very short switching time
(about 16 ms; see latest c’t article) , so that you will have very sharp
pictures even on fast movements of the picture. Philips showed a prototype
of a new backlight that offers a stable white-point for LCD-TVs, which
is not feasible with current backlight options.
There were also some plasma screens presented, but sizes were not (much)
bigger than last years (about 40 to 42 inch). According to manufacturers
life time is not a limiting factor any longer for both LCD and Plasma
screens.
From an energy efficiency point of view, LCD-TV has large
advantages; although some manufacturers claim that their Plasma panels
have become more efficient (i.e. consuming about 280 W instead of 400
W), LCD screens are more efficient, A consequence of flat screens, whether
LCD or Plasma, is that the screen (the display) and the receiving and
processing unit are likely to become separate products.

Criteria for Monitors revised
Jan Viegand, chairman of the IT-Equipment working group
says: "Based on the market situation and industry comments it was
previously decided to remove the hard switch criteria for monitors for
the 2004-criteria. The alternative would be that many LCD monitors could
not comply wiith the criteria. We believe that even though the 2003 criteria
were established one year ago, there is no idea in having the hard switch
criteria just for 2003. The IT working group has therefore recommend that
the criterion re. hard switch criteria is removed from 2003. The deep
sleep consumption criteria are unchanged." The GEEA board has approved
the revision, which comes into effect as of February 11, 2003. The revised

As PTJ has been replaced by the Deutsche
Energie Agentur as the institution which represents Germany on the board
of GEEA, Gillian Glaze will also leave the board. Gillian has been a board
member since GEEA was established as a foundation in June 2000 and chairman
of the board since July of 2001. The board has elected Adrie van de Water,
who recently replaced Guus van Hoof as Novems (NL) representative on the
board, as new chairman effective January 1, 2003. The Deutsche Energie
Agentur has not yet named their representative on the board.

International Workshop "Selling Energy Efficient
Appliances"
More and more consumers are looking at low power consumption
in order to both save money and the environment when buying electrical
devices. This is especially true for household appliances. In many countries
this buying criterion is already being integrated in marketing strategies
in trade and commerce. In the field of consumer electronics this aspect
has, however, so far not been taken into consideration very often.
The Workshop "Selling Energy Efficient Appliances" targeted
retailers, wholesalers, manufacturers, consumer organisations, consulting
institutions, utilities and political decision makers and presented ways
of how energy efficiency can be used as a marketing criterion. To this
end, speakers from different EU countries presented their experiences
with "Energy Efficiency Marketing". Success stories have been checked
on their feasibility on national level, interdependencies with political
instruments have been revealed and factors for success as well as limits
of "Energy Efficiency Marketing" analysed. Political and economical decision
makers discussed the perspectives of "Energy Efficiency Marketing" in
the future.
The Workshop has been organised by the Berlin Energy Agency.
It represented the closing of a project supported by the European Commission
for the promotion of energy efficient consumer electronics and the GEEA-label.
Together with NOVEM, ADEME, STEM and SFOE and in co-operation with the
German consumer advice association (vzbv) the Berlin Energy Agency had
informed retailers and consumers about energy efficiency and promoted
energy saving devices with targeted actions. The Workshop summarised the
outcome of the campaign and served as a forum for the exchange of experiences
and new actions.

Pilot campaigns in the Netherlands
The first campaign included 13 shops and resulted in the recognition of
over 1500 GEEA TVs sold in 3 months. This accounts for 21 % of the total
sales of TVs. In turnover it is 31 % of the total for TVs. If we count
the sales of TVs which can carry the label in all shops it comes to 4000,
or 19 % of total. We celebrated the 1000th GEEA TV. (picture)

It is hard to say whether this was a result of promotion, the euro conversion
or some other reason. Yet, in a survey the consumer stated in general
that he likes an energy label on consumer electronics and would look for
it when it is more known and visible.
The 2nd pilot campaign - a chain of IT stores (70 shops)
- will promote the GEEA label in shops and in a fortnightly leaflet which
reaches many consumers (estimated by the producers to be over a million)
until further notice. There were problems updating the list of GEEA-labelled
products due to the new criteria which include on-mode. The few manufacturers
that have heard something about the GEEA label do not know about the "Energy
Efficiency Index". They rarely - if ever - consider improving their products
in this way just because GEEA promotes it. Let's hope this triggers more
chains to follow suite. .(07.08.02)
